Purpose and Scope This Public Facilities Report has been prepared on behalf of the Bannon Lakes Community Development District (the “District”) pursuant to Section 189.08, Florida Statutes. The purpose of this report is to provide information regarding public facilities owned or operated by the District, together with information concerning public facilities that the District is building, improving, expanding, or currently proposed to build, improve, or expand during the applicable planning period. II. District Development and Background The Bannon Lakes Community Development District is an independent special district and local unit of special-purpose government established pursuant to Chapter 190, Florida Statues, for the purpose of providing, operating and maintaining infrastructure improvements, facilities and services to the lands within the District. The District was established by the St. Johns County Board of County Commissioners through Ordinance No. 2015-60, adopted on September 15, 2015. The District is located entirely within the unincorporated limits of St. Johns County, Florida. The District encompasses approximately 579.53 acres and is generally located north of International Golf Parkway, east of Interstate 95, west of U.S. Highway 1, and south of the Twelve Mile Swamp Conservation and Wildlife Management Area. Bannon Lakes is a mixed-use planned development originally approved for residential and nonresidential development. Earlier planning approvals provided for as many as 84 single-family residential units, 150 multifamily/duplex residential units, together with approximately 15,000 square feet of office development, and 105,000 square feet of commercial retail development. III. Existing Public Facilities The District owns and operates public infrastructure including stormwater management facilities, common-area landscaping, hardscape, a recreation/amenity center, and entrance features. A brief description of each is listed below. 1. Stormwater Management System The District owns and maintains stormwater management systems, including stormwater ponds, control structures, pond banks, and associated watermanagement facilities located throughout the developed portions of the District. Current District operations include lake maintenance, hydrology/water-quality and mitigation activities, maintenance of pond banks, landscape maintenance adjacent to water bodies, and related stormwater responsibilities. 2. Landscape and Irrigation The District owns and/or maintains landscape and irrigation improvements throughout District-owned common areas and other areas for which the District has accepted maintenance responsibility. These improvements generally include: turf, trees, shrubs and ornamental plantings, common-area planting beds, entrance landscaping, pond and wetland buffer landscaping, irrigation pumps and controls, irrigation piping and related equipment, and reclaimed-water irrigation facilities serving applicable landscaped areas. 3. Amenity Center and Recreational Facilities The District owns and operates the Bannon Lakes Amenity Center. This includes an amenity/clubhouse facility and associated recreational improvements including the clubhouse building, swimming pool and pool deck, fitness center, playground, recreational sport courts (tennis, pickleball, basketball), boardwalk and pedestrian/common-area improvements, parking and access areas, related furniture, fixtures, equipment and site improvements, and security/access-control systems serving the amenity facilities. 4. Entry Features, Walls and Hardscape The District owns and maintains community entrance, wall, landscape and hardscape improvements serving Bannon Lakes. Facilities include the main Bannon Lakes entrance area, walls and fencing, lighting, sidewalks and other hardscape, landscaping, and related improvements. IV. Proposed Additions, Improvements, or Expansions of Public Facilities The District conducts ongoing maintenance and repair of its public facilities through its annual operations and maintenance program. 1. Amenity Center An expansion and renovation to the existing fitness center at the Bannon Lakes Amenity Center has begun. The project includes renovating the existing fitness facilities and providing additional fitness and aerobics space. The improvements include: • New fitness and aerobics space; • Renovation/finish upgrades within existing fitness areas; • Commercial-grade resilient/rubber athletic flooring; • Updated corridor and restroom finishes; • Upgraded wall finishes and protection; • Safety mirrors; • Lighting improvements; • Acoustic improvements; • Storage areas and shelving; • Possible ballet barre and related aerobics-room improvements; and • Structural, mechanical, electrical, plumbing, roofing, site, and related improvements necessary for the building expansion. Final architectural drawings have been approved by the Board. Construction documents and specifications have been prepared or are being finalized, and the District has initiated preparation of an invitation to bid/RFP package for construction. 2. General Repair and Maintenance The District routinely undertakes repair, maintenance, renewal, and smaller capital projects necessary to maintain its existing facilities. Current and recent activities include expenditures or planning related to: • Amenity-building repairs and maintenance; • Fitness-center repairs and supplies; • Pool maintenance and repairs; • Landscaping and irrigation repairs; • Tree removal and replacement; • Lake and pond maintenance; • Pump repairs; • Streetlight repairs; • Hydrology and mitigation activities; • Exterior amenity-building repair and painting; • Stormwater-system evaluation; and • Other facility and grounds maintenance. V. Replacement of Existing Public Facilities The District does not currently propose to replace any public facilities.
